An 8 week consultation period running to 30th December was launched regarding the distribution of the concessionary travel special grant allocations to local authorities for 2010/11.  This consultation is in response to concerns that have been raised by a number of local authorities over the current distribution of the grant and follows a review of the costs incurred by authorities during the first full year of the new concession.  The consultation concerns the distribution of the special grant of £223m available for 2010/11.

Technical Advice Note 1 (TAN 1)
Suggests ways in which Travel Concession Authorities (TCAs) can help blind and partially sighted people to apply for and use the new passes. It is not a complete guide, but signposts where further advice may be obtained. TCAs are encouraged to contact the organisations listed within the TAN for further guidance.

Technical Advice Note 2 (TAN 2)
Outlines the changes to the basis for reimbursement of concessionary journeys that will become a duty on Travel Concession Authorities (TCAs) from April 2008. It considers the potential impact on bus service operation and recommends how TCAs and Bus Operators should work together to ensure effective and stable on-bus operations and the allocation of fare stages to individual TCAs for concessionary reimbursement.

Suggests a minimum level of data to be provided to each Travel Concession Authority (TCA) by a Bus Operator to support concessionary travel reimbursement, and considers the potential impact on bus service operation of recording and managing discretionary entitlement transactional data for concessionary travel.

This simple spreadsheet tool is designed to assist Travel Concession Authorities (TCAs) and operators in calculating reimbursement due from concessionary fares schemes. It should be used in conjunction with the appropriate written DfT guidance the latest version of which can be found on the DfT website.
